Bob Borntrager, CCEP, CCEP-I, CHC, CHPC, is Chief Compliance and Privacy Officer and Federal Title VI Coordinator for the County of San Diego. As Chief Compliance and Privacy Officer and Title VI Coordinator, Bob is responsible for ensuring the County complies with applicable laws, rules and regulations related to federal and State funding, patient and customer privacy, and non-discrimination requirements for federal funding.


Jennifer Baillie is the Chief Ethics Officer with the Office of Ethics and Compliance (OEC) for the County of San Diego. She has been with OEC for 6 years and was previously a HR Analyst in the Employee Development division of Human Resources with the County of San Diego. Jennifer assists with developing and implementing the County’s ethics program and conducts investigations into employee concerns and formal complaints filed with OEC, the County’s Civil Service Commission and other governmental agencies.
